Guide to compulsory professional development

Compulsory professional development helps members update and strengthen their professional skills. As a member, you are responsible for fulfilling your obligations by earning the required units based on your rights to practice. This guide explains the steps you need to take to ensure that your training file is compliant.

Your PDU file

Activate your Member’s Area

If you haven’t already done so, activate your account and follow the instructions on the screen. You’ll need your AMF certificate number (*AMF Register) and a valid email address. After you submit your request, you will receive a password via email.

Log in to access your PDU record

If your account has been created in the Member’s Area, access the login page directly at and follow the instructions on the screen. You’ll need to enter your AMF certificate number and password.

Where to find the content of your PDU record

Once you have accessed your PDU record, your name will appear in the black banner on the top-right of the page. Click on it and select “My PDU record” from the drop-down menu. You can now access your record summary and view the continuing education activities enrolled for the current reference period.

Keeping your PDU record up to date

It is important to verify that your continuing education activities are recognized by the CSF and recorded in your PDU record no later than November 30 of an odd-numbered year.

To enter your continuing education activities, log in to “My PDU record” and click on the “Training activity input” tab. You will need the identification number indicated on your proof of attendance (CSFXX-XX-XXXXX).

To be eligible for PDUs, a continuing education activity must be recognized by the CSF. Make sure to validate this information with the provider.

If you are a financial planner, it is recommended that you validate this information with the Institut de planification financière (IPF).

Important: Certificates of attendance or successful completion must be kept for 24 months following the end of the professional development cycle. Although they do not have to be systematically submitted to the Chambre, they may be required in the event of an audit. The member then has 30 days to provide them.

Professional development requirements

The Regulation of the Chambre de la sécurité financière respecting compulsory professional development applies to you if you have been issued authorization from the Autorité des marchés financiers (AMF) to practice in one of the following fields of expertise:

  • Mutual funds
  • Scholarship plans
  • Insurance of persons
  • Group insurance of persons

Note: Professional development requirements for financial planners are established by the Institute of Financial Planning. 

PDUs to be earned per professional development cycle (2 years)

Each member must earn the following units:

  • 10 PDUs in general subjects
  • 10 PDUs in standards compliance, ethics or professional practice
  • 10 PDUs in specific subjects for each discipline practiced

What to know

  • Surplus PDUs in a specific subject or in compliance are transferred to general subjects (if this category is not already complete).
  • The number of PDUs may vary depending on your situation (e.g. date you entered the profession, disciplines practiced, certificate status).
  • A professional development cycle begins on December 1 of an odd-numbered year and ends on November 30 two years later.
  • If you have both group savings and scholarship plan disciplines, you will need to earn 10 PDUs in group savings, but only 5 PDUs in scholarship plans.

For members in the financial planning field, we recommend verifying the recognition of training with the Institute of Financial Planning.

Subjects recognized

For a training program to be recognized, it must cover eligible subjects as defined in the Regulation of the Chambre de la sécurité financière respecting compulsory professional development.

Compulsory course in compliance

For every two cycles of professional development, i.e. every four years, three of the PDUs that must be earned in standards compliance, ethics or professional practice must be obtained by taking the compulsory course of the Chambre.

PDUs related to the compulsory course in compliance are granted only once during the two professional development cycles, i.e. during the cycle in which the course was launched and the following cycle.

How to earn PDUs

What to know

  • All training must last at least one hour to earn PDUs. Breaks and meals are not included in the duration, which is rounded down to the nearest unit. Fractions of PDUs are not permitted.
  • The same training can be awarded PDUs only once per professional development cycle.
  • Training completed before you obtained your first right to practice cannot earn PDUs. If you obtain an additional right to practice, it must be active at the time of training for PDUs to be recognized in the specific subject.

Eligible training activities

Training by the Chambre

Training provided by the Chambre, whether it is free or paid, can be used to earn PDUs if you meet the requirements. PDUs are then automatically added to your file.

  • You can download your certificate from the learning platform of the Chambre, especially if you wish to have the training recognized by another organization.

Recognized training offered by a provider

If you are taking training recognized by the Chambre and offered by an external provider:

  • Make sure your file contains all the information required for PDUs to be entered.
  • Training must be declared before the end of the professional development cycle.
  • The provider must issue you a certificate within 30 days following the training.
  • If the provider has reported your attendance or successful completion to the Chambre, PDUs will be entered automatically. Otherwise, you must enter them yourself.

College and university training

You can earn PDUs for a course successfully completed in a Quebec college or university program, as long as your right to practice was active at the time the training was taken. All you need to do is:

  • Fill out the form to request PDUs.
  • Attach the course outline and your transcript.

This type of training request is free of charge.

Pan-Canadian agreement

You can earn PDUs if you reside elsewhere in Canada, hold a right to practice elsewhere in Canada, and have taken training recognized by another regulator during the professional development cycle.

  • Fill out the request form to receive PDUs – Pan-Canadian Agreement.
  • Attach the required documents.
  • This type of request to receive PDUs is free of charge.

If you reside elsewhere in Canada, you can have the Chambre recognize training taken outside Quebec during a professional development cycle.

The Chambre will analyze your request for PDUs for training that is not recognized. If the provider requests to have the same training recognized, you are not entitled to double the PDUs.

Analysis criteria

  • Description, educational framework and subjects covered
  • Link between the advisor’s practice and the eligible subjects
  • Link with the development of professional knowledge, competencies and skills
  • Link between the subjects and the objectives set out in the training plan
  • Sequence and duration
  • Control measures put in place to confirm attendance or successful completion

An activity that focuses solely on selling or promoting a product, attendance at a cocktail party, meeting or gathering, or participation on a board of directors, in a task force or in a study group, cannot be recognized or earn PDUs.

  • If the training includes a component devoted to selling or promoting a product, you must specify the duration of this component in your request. This part will be deducted from the total duration, thereby reducing the portion of the training eligible for calculating PDUs.

Other activities that can earn PDUs

Writing or conducting a recognized course
  • If you have acted as an expert or instructor for a training program recognized by the Chambre, you can submit a request for PDUs. If the PDUs are granted, they will automatically be added to your file. If you have acted as an instructor for a course recognized by the Chambre, you are entitled, once only for this activity, to double the PDUs normally granted for this activity.
Writing a work
  • If you are the main author of an article, a book or an unrecognized training program, for example, you can submit a request for PDUs. If the PDUs are granted, they will automatically be added to your file. In the same way as a trainer, you are entitled, on a one-time basis for this activity, to double the PDUs that would normally be granted if the activity were recognized.
Conducting an unrecognized course
  • If, as a trainer, you have conducted a course that is not recognized by the Chambre and covers eligible subjects, you may submit a request to earn PDUs. If the PDUs are granted, they will be automatically added to your file. If you acted as a trainer for a course that is not recognized by the Chambre, you are entitled, once only for this activity, to double the PDUs that would normally be granted if the course were recognized.
Participation in a hearing
  • If you are a member of the Disciplinary Committee of the Chambre and have participated in a hearing on guilt, one PDU in compliance is granted per hour of hearing, and up to three PDUs may be earned. PDUs are automatically recorded in your file following the declaration by the secretary of the Disciplinary Committee.

Requesting PDUs for non-recognized training or other eligible activities

Steps to follow

  1. Fill out the form corresponding to the type of activity.*

  2. Attach the required documents.
  3. Send everything by email to info@chambresf.com.
  4. Pay the applicable fee(s).

Some requests for PDUs may result in a fee. If applicable, a request for payment will be sent to you and the fee must be paid before analysis begins.

*Please note that it is not necessary to submit a request to participate in a committee hearing.

Documents and information to provide

  • Name and certificate number 
  • Name and contact details of the person or organization offering the non-recognized training
  • Title of the training 
  • Number of PDUs requested that can be recognized per eligible subject
  • Type of training and its duration
  • Training plan or a description detailed enough to verify that the content of the training is appropriate for the subjects corresponding to the requested PDUs 
  •  Date on which you fulfilled the attendance or successful completion requirements for the training
  • Proof or certification of successful completion of the training or your attendance, issued in your name by the person or organization offering it
  • For trainers, a statement from the organization confirming that you have successfully delivered the training
  • For authors, a summary or copy of the work in question

Deadlines and recommendations

  • The request must be submitted within six months after the training, and no later than the last day of the professional development cycle.
  • It is recommended that you submit your request two to three weeks before the end of the cycle, as an incomplete or incorrectly filled out request could cause a delay and compromise your file’s compliance.

No refund is provided if the request is denied. For more details, please refer to the Règlement sur les frais exigibles (French only).

Processing the request

The Chambre generally reaches a decision within 15 days after receiving a request. However, administrative constraints or the complexity of certain requests may extend this period to up to 25 days. Any request requiring additional information from the member may also result in an additional delay in processing.

  • You will receive written confirmation indicating the number of PDUs awarded. In the event of refusal, or if the decision differs from your request (for example, a lower number of PDUs or PDUs granted in a different subject), you have 15 days to submit your comments and request a review.
  • The decision made following the review will be final.

Keeping documents

The Chambre may carry out audits. You must keep all supporting documents for 24 months after the end of the training cycle:

  • Certificates of attendance or successful completion
  • Transcripts of grades
  • Documents submitted with your request

Deferring PDUs

If you earned surplus PDUs in the last three months of a professional development cycle, you can defer up to five PDUs to the next cycle.

PDUs in specific subjects or in compliance that exceed the requirements are first transferred to general subjects, unless this category is full. If the general subjects category is not full, surplus PDUs cannot be deferred to the next cycle.

Exemptions from professional development

Exemption for a new discipline

If you are obtaining a licence to practice issued by the Autorité des marchés financiers for the first time, you are exempt from earning PDUs for one year.

After this period, the number of PDUs to earn is calculated on a pro rata basis for the remaining full months in the current training cycle.

Exemption for parental leave, illness or another reason

A reduction in the number of PDUs may be granted if you have been on leave from work for at least four consecutive weeks due to one of the following reasons:

  • Parental leave
  • Sick leave
  • Disability
  • Role as a caregiver

Note: A gradual return to work does not entitle you to an exemption.

Requesting an exemption

  1. Access your PDU file in your Member's Area.
  2. Click the Request for exemptions
  3. Complete the form online.
  4. Attach the required supporting documents.
  5. Send everything to dispense@chambresf.com.

You will receive a reply via email within 15 business days. Any incomplete request will be returned and not processed.

Suspension of licence

If, at the end of a two-year professional development cycle, you have not earned the number of PDUs required by the Regulation of the Chambre de la sécurité financière respecting compulsory professional development, you will be considered non-compliant.

After this date, an incomplete file may result in the suspension of your certificate or registration.

Informative notice

To help you avoid a suspension, the Chambre will send you an informative notice no later than 30 days before the end of the professional development cycle.

This notice will indicate the missing PDUs and the possible consequences of not getting your file in order on time.

Notice of non-compliance

If your PDU file remains incomplete at the end of the professional development cycle, the Chambre will send you a notice of non-compliance within 30 days.

The Autorité des marchés financiers will also be informed of this situation and may suspend your right to practice if the situation is not rectified.

Adjustment period and applicable fees

After receiving the notice of non-compliance, you have a brief window of time to get your file in order, provided that the PDUs were earned during the professional development cycle.

  • If you have not entered your PDUs within 20 days after receiving the notice, you must send the Chambre a copy of the certificates of attendance for recognized training taken during the period in question.
  • These certificates may also be sent by your firm, your broker or an independent company.
  • Important: PDUs completed after the end of the professional development cycle cannot be used to rectify your file.

A processing fee will be charged if you enter your certificates after November 30 of a year in which the professional development cycle ends. For more information, please refer to the table of fees charged by the Chambre de la sécurité financière.

Important: Once the adjustment period has ended, you will need to wait for the AMF to reach a decision regarding the suspension of your certificate or registration.

Reinstating a certificate

If your certificate or registration has been suspended by the Autorité des marchés financiers due to non-compliance with professional development requirements, you can have your compliance reinstated by earning the missing PDUs, but only as of the date you were suspended.

Any PDUs you earn between the start of the new cycle and the date of suspension cannot be used to make up for the deficit from the previous cycle.

  • Example: If on November 30, 2025, you are missing six PDUs, you need to complete six hours of training after being suspended in order to regain compliance.

Processing the lifting of a suspension

You may not practice in the disciplines or registration categories for which your certificate or registration has been suspended by the Autorité des marchés financiers.

However, if you hold other rights to practice that have not been suspended, you may continue to practice exclusively in those disciplines or categories for which you are compliant and your certificate or registration remains valid.

  • Once you have earned the missing PDUs, enter your certificates in your PDU file, or send them to the Chambre.
  • The Chambre will record the PDUs and notify the AMF as soon as your file is in compliance.
  • The AMF will then lift the suspension in the following days.

Agreement between the CSF and CIRO

Members practicing in mutual funds may benefit from an agreement between the CSF and the Canadian Investment Regulatory Organization (CIRO).

For the period from December 1, 2023, to November 30, 2025:

  • If you have completed the 30 CSF-required PDUs (10 in compliance, 10 in general subjects and 10 in mutual funds), you will automatically meet your obligations to CIRO, provided you have also completed the 2 MFD Compliance Credits.
  • CIRO will forward to the CSF information on members who have obtained these credits. They will be added to your member's file.

The exchange of information between the CSF and CIRO will begin in September 2025 and end in February 2026.
