Creation of the Chambre de l'assurance
An Act to amend various provisions mainly in the financial sector (Bill 92), was assented to on June 4, 2025. This Act provides for, among other things
- The merger of the Chambre de la sécurité financière (CSF) and the Chambre de l'assurance de dommages (ChAD) to create a new self-regulatory organization: the Chambre de l'assurance.
- The transfer of oversight of Québec mutual fund representatives to the Canadian Investment Regulatory Organization (CIRO), and the withdrawal of oversight of scholarship plan representatives. The purpose of this FAQ is to provide clear answers to any questions you may have about the impact of the new Act on your professional activities, obligations and services.
FAQ
Continuing education requirements for the current cycle remain unchanged for mutual fund representatives, financial security advisors and group insurance and annuity advisors. You must continue to accumulate the required PDUs by November 30, 2027.
CIRO has indicated its intention to maintain the same continuing education requirements for mutual fund representatives for the current cycle, ending on November 30, 2027.
For scholarship plan representatives, the Autorité has met with brokers to provide them with information on this matter. These brokers are responsible for communicating information to their teams of scholarship plan representatives.
The deadline for completing the Déonto Plus course is November 30, 2027. We recommend that all members take the course as soon as possible, as it contains notions that are essential to your professional practice.
CIRO specified that the Déonto Plus course will remain mandatory for mutual fund representatives for the cycle ending on November 30, 2027.
The CSF website, CSF training courses and your Member Area will remain online. Log in to your file to chat with our teams or consult our interactive FAQ at your convenience.
Scholarship plan representatives will no longer have access to the Member Area and the learning platform on the chambresf.com website as of July 4, 2026. They will no longer be able to take or complete training activities added in their file. For this reason, they must complete all Chambre de l’assurance training courses registered in their file before July 3, 2026.
An email communication will be sent in June to all scholarship plan representatives. It will contain essential information regarding your training record, including a summary of training for the current cycle and the procedure for downloading receipts and certificates for Chambre de l’assurance training courses that you have purchased and completed. We recommend that you keep this information in your personal records.
If you remain a member of the Chambre de l’assurance due to a certification in insurance or financial planning, you will retain access to your Member Area. However, it will no longer contain information related to scholarship plans. For any questions, please do not hesitate to contact the information centre.
The mutual fund training courses developed by the CSF will remain available online and will continue to be eligible for PDU credits. These courses are already recognized by CIRO and will continue to be so for the duration of their recognition period.
Any training recognized by the CSF is automatically recognized by CIRO for the same period of validity. This recognition will remain in effect after the transfer of the supervision of mutual fund representatives.
For the time beeing, the obligations remain the same for these professionals who were supervised by the CSF: mutual fund representatives, financial security advisors, group insurance and annuity advisors and financial planners.
You will be kept informed of any changes to your obligations as a result of the transfer of oversight in certain fields.

CSF newsletters, InfoCSF+ and CE-Letter+ will also continue to be sent out on a regular basis.
Mutual fund representatives can find information on the CIRO website’s page dedicated to the transfer, as well as from their firm’s compliance officers.
Sholarship plan representatives can consult the AMF webpage dedicated to Bill 16. You can submit your questions to the Autorité using their online services.
As part of the harmonization of the continuing education offering at the Chambre de l'assurance, adjustments will be made to a limited number of training courses currently offered free of charge to members in personal insurance and group insurance.
Some courses whose content is no longer up to date will be removed from the offering. Others will undergo a review to maintain their relevance and quality, and will then be reintegrated into the training offering according to the price list in effect . Finally, some courses will continue to be offered free of charge.
The quality of the content, as well as the recognition of PDUs, will remain unchanged. In addition, new courses may be offered free of charge in the future, depending on their format and topic.
To ensure a gradual transition, the change dates for each course are announced in advance, providing the deadline to complete them under the original conditions.
