Proposed Rule on the contribution and public consultation
La Chambre de l’assurance (La Chambre) is publishing a proposed Rule on the contribution of its members, aiming to:
- Introduce a transitional measure for representatives working exclusively in mutual funds and/or scholarship plans;
- Consolidate the contribution rules of the ChAD and the CSF into a single unified rule.

Proposed change for 2026
La Chambre proposes to amend the contribution so that, for the year 2026, representatives working exclusively in mutual funds and/or scholarship plans will be required to pay half of the annual fee normally applicable. This amount corresponds to the period during which La Chambre will oversee these disciplines, that is until July 2026.
In accordance with section 21 of Bill 16, Act to amend various provisions mainly in the financial sector, nothing changes in 2026 for other representatives regulated by La Chambre de l’assurance. The contribution rules of the ChAD and the CSF will continue to apply to representatives to whom they applied as of July 3, 2024, until they are replaced or repealed by La Chambre.
Next steps
La Chambre will analyze the comments received during the consultation in order to publish the final rule for the year 2026 by the end of 2025. The indexation notice for the 2026 contribution will also be released by year-end. The Rule on the Contribution to the Chambre de l’assurance is scheduled to come into force on January 1, 2026.
Second consultation in 2026
A second consultation on the Rule on the Contribution to the Chambre de l’assurance is planned for 2026, concerning contribution for subsequent years. The comments received during this phase will inform the work for the next stage.
