The Professional Development Fund was created in September 1999 when the Association des intermédiaires en assurance de personnes du Québec (AIAPQ) as replaced by the Chambre de la
sécurité financière (the Chamber) following the adoption of the Act respecting the distribution of financial products and services.

At the time, the boards of directors of AIAPQ and of the Chamber agreed to use the accrued assets of AIAPQ members to fund development activities for representatives who were
(certified financial security advisors) and group insurance and annuities advisors.

The newly created Fund had a $1.4 million reserve built from the dues paid by AIAPQ members between 1989 and 1999, hence the limited number of members who would benefit from it.

Sound Management + Concrete Activities = Direct Impact
The managers of the Fund were not selected haphazardly. It was imperative that the committee be made up of experienced career advisors who were representative of the membership. Thus, while in existence, the Fund was ably managed by the following people:
Alain C. Roy, R.L.U., Fin. Pl.
Claude Poirier, C.L.U., Fin. Pl.
Martin Rochon, R.L.U., Fin. Pl. replaced in 2001 by:
Louise Viau, C.L.U., Fin. Pl.

As a matter of course, the activities financed by the Fund would have to deliver an immediate return on investment profitable for advisors in their work. This promise was kept. In addition, the services and tools made available to all the members concerned were offered at an affordable price, and sometimes free of charge, with administrative charges reduced to a minimum.
